But I never really thought about the order of the bins until reading this article, How to Speed Through Airport Security. In it Michael Chertoff describes the perfect order for loading the bins, and why:

  1. shoes
  2. jacket (with ID and gadgets in the pockets), liquids on top
  3. laptop
  4. carry-on

Why: so you can “reverse the unpacking process at the other end” – perfect!
